The same weather condition from yesterday is expected to continue today as the easterlies prevail over the eastern section of Luzon and Visayas.

The skies will be partly cloudy to cloudy with isolated cases of rain showers or thunderstorms in Luzon, Visayas and Mindanao.

However, rough to very rough sea conditions will be experienced over the western seaboards of Northern Luzon, prompting PAGASA to raise gale warning just this morning.

Fishermen with small seacraft are advised against sea travel in the following hours, particularly over the coasts of La Union, Pangasinan and the Ilocos provinces.

In other news, PAGASA recorded the highest temperature in the country during the month of April in Tuguegarao City with a whopping 42.2 degreesCelsius on April 29, 1912. Meanwhile, 38 degrees Celsius was the highest recorded in Metro Manila in the same month – one in Port Area, Manila in 1915 and in Science Garden, Quezon City in 1998.

Earlier this morning, devotees of the Black Nazarene faced light rains during the Pahalik event of the Traslacion 2015. This weather condition will likely continue during the procession.

PAGASA explains this is due to the prevailing northeast monsoon affecting Luzon. This will continue to bring cloudy skies with light rains in Metro Manila, Aurora and the regions of Bicol, CALABARZON, Cagayan Valley and Cordillera. The rest of Luzon can expect isolated cases of light rains brought by the same weather system.

CARAGA, Central Visayas and the provinces of Leyte and Camiguin will experience cloudy skies with light to moderate rain showers caused by a wind convergence. The remaining parts of the country will enjoy fair weather apart from isolated thunderstorms.

Gale warning has been issued inthe seaboards of Luzon and Visayas, as well as in the seaboards of the CARAGA region. Apart from strong to gale force winds, rough to very rough sea conditions are also expected, making sea travel risky in the following hours.

Meanwhile, Panahon TV continues to monitor the low pressure area (LPA) outside the Philippine Area of Responsibility (PAR). State meteorologist Jori Loiz states that the said weather disturbance is expected to enter PAR between Sunday and Monday.

THE FEAST OF THE BLACK NAZARENE

Black Nazarene

Every year, thousands of devotees flock to Manila to be part of the “traslacion” or the transfer of the Black Nazarene, which commemorates the transfer of the statue from a church in Intramuros to Quiapo Church on the 9th of January in 1767. It is one of the biggest religious processions in the Philippines.

The 248-year icon is considered by faithful devotees of the Nuestro Padre Jesus Nazareno as miraculous. In 2014, 3 million devotees attended the procession, with the parade lasting 19 hours. The longest parade was in 2012, which went on for 22 hours.

Due to a fire incident in Escolta, organizers of the feast have updated the routes of the procession. See below for changes:

Typhoon Haiyan,last year locally named Yolanda, which wreaked havoc in Eastern Visayas last year, remains to be the strongest typhoon, bearing maximum sustained winds of 235 kph. However, Typhoon Ruby now holds the title of being the longest-staying typhoon inside the Philippine Area of Responsibility (PAR) this year.

State Weather Forecaster Meno Mendoza says Ruby beats the 5-day record of Typhoon Henry back in July this year. Today is Ruby’s fifth day in PAR, and is now expected to exit our area of responsibility on Thursday morning instead of the earlier forecasted Tuesday.

The said typhoon further weakens as it continues to cross the archipelago, packing winds of 120 kph near the center and gustiness of up to 150 kph. It is now traversing the Sibuyan Sea at a speed of 10 kph moving in a west northwest direction.

After hitting Dolores, Eastern Samar late Saturday and Masbate yesterday morning, Ruby is expected to make landfall in northern Mindoro tonight, between 6 to 8 in the evening. Residents living in the said province are advised against moderate to heavy rainfall, strong winds and possible storm surge generated by the typhoon.

Areas under Signals Number two and three will experience stormy weather. Occurrence of a storm surge 1 to 2 meters high is possible in the coastal areas.

The remaining areas of Luzon and Visayas not included in the warning signals can expect rainy weather. Mindanao will experience improved weather conditions although thunderstorm formation is still possible in the following hours.

Metro Manila, on the other hand, can expect to feel the effects of the typhoon once it makes landfall in Northern Mindoro tonight. Residents can expect moderate to occasional heavy rains as it is the closest distance the typhoon will be from the metro.

Meanwhile, Malacanang announces the suspension of work in government agencies in the National Capital Region and in Southern Luzon today. Offices whose work involves the delivery of health services and disaster response are exempted.

The tail end of a cold front, which is formed when cold air mass dominates over warm air during convergence, will dump rains in Central and Southern Luzon. Metro Manila, Bicol Region, CALABARZON, and the provinces of Aurora, Bulacan, Quirino, Isabela, Mindoro and Palawan will experience cloudy skies with light to moderate rain showers and thunderstorms.

Meanwhile, the northeast monsoon or amihan will prevail over the extreme Northern Luzon. The rest of Cagayan Valley, Cordillera and Ilocos Region will have cloudy skies with light rains. The rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms mostly in the afternoon or evening.

Fishing boats and other small sea craft are still prohibited from sailing over the seaboards of Northern Luzon due to the surge ofamihan. Rough to very rough sea conditions are expected in the seaboards of Batanes, Calayan, Babuyan, Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union and Pangasinan.

According to PAGASA Weather Forecaster Buddy Javier, no weather disturbance is being observed outside the Philippine Area of Responsibility (PAR). However, all are advised to monitor updates.

PH to celebrate CCC Week 2014

By virtue of Proclamation No.1667, the Climate Change Commission will lead the celebration of CCC or Climate Change Consciousness Week. The event will be held on November 24 to 26 this year under the theme “Plan. Act. Achieve.”

The CCC Week is celebrated annually to raise public awareness on global warming and climate change. It also aims to encourage Filipinos, especially the youth, to participate in eco-friendly activities and to contribute to environmental protection against climate change.

Partly cloudy skies with isolated light rains will be experienced over Cagayan Valley, Cordillera and Ilocos Region as the northeast monsoon continues to prevail over the extreme Northern Luzon. Meanwhile, the easterlies will still affect the eastern section of Southern Luzon, Visayas and Mindanao. Metro Manila and the rest of the country can look forward to a generally fair weather with possible isolated rain showers or thunderstorms.

The northeast monsoon, locally known as amihan, is characterized by cold and dry air coming from Mainland China. The gradual intensification of this wind system results to colder early mornings. On the other hand, the easterlies, coming from the Pacific Ocean, brings warm and humid weather, mostly over the eastern side of the country.

PAGASA issued a gale warning, which covers the seaboards of Northern Luzon. Due to the rough to very rough sea conditions, fishing boats and other small seacraft are advised not to venture out into the seaboards of Batanes, Calayan, Babuyan, Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union and Pangasinan.

Forecasting temperatures

To guide us on our daily activities, the weather bureau provides the range of temperatures expected in key cities in the Philippines.

PAGASA Weather Forecaster Jun Galang explained that they forecast these temperatures by using the CLIPER (Climatology and Persistence) method and actual data. Based on the observed high and low temperatures of a certain city, CLIPER allows forecasters to chart its expected highest and lowest temperatures the next day.

For today’s temperature, Metro Manila will have 23-32°C. A temperature range of 25-32°C will be experienced in Metro Cebu while Metro Davao can expect a slightly warmer day with 25-34°C.
