From tropical depression category, “Betty” has weakened into a low pressure area (LPA) and was last spotted at 885 kilometers east of Casiguran, Aurora at 4 AM today. PAGASA Weather Forecaster Meno Mendoza clarifies the LPA still has no effect on any part of the country. Today, the whole country can expect generally fair weather with chances of isolated rain showers or thunderstorms, mostly in the afternoon or evening.

Moderate to strong winds will prevail over the eastern section of Luzon. Fishing boats and other small seacraft are alerted against moderate to rough sea conditions brought by the nearby weather disturbance.

Meanwhile, PAGASA Weather Forecaster Gener Quitlong said the LPA will start to bring rains tomorrow over the eastern section of Luzon. It is also expected to affect the central and southern portions of Luzon. All are advised to monitor updates and further changes.

On the other hand, despite the presence of “Betty” within the PAR, the country experienced a warm weather yesterday. Here are the highest temperatures recorded on March 18, 2015.

The ridge of a high pressure area has been the dominant weather system during the past few days. According to PAGASA, the northeast monsoon or amihan has not been terminated. In fact, it is expected to re-surge tomorrow, bringing slightly colder weather.

Special Non-Working Holiday

Today marks the celebration of “Sulyog Festival” in Bongabong, Oriental Mindoro. It is a religious festival which includes dances and cultural shows that honor to St.Joseph.

Meanwhile, the people of Canlaon, Negros Oriental will also celebrate the “Pasayaw Festival”. Derived from the combined word of “Pasalamat Pinaagi sa Sayaw” or thanksgiving through dance, it reflects the joy and praise to God through the intercession of St.Joseph.

In line with the mentioned festivals, the palace has declared March 19, 2015 as special non-working holiday both for Bongabong, Oriental Mindoro and Canlaon, Negros Oriental. This aims to give full opportunity to the people to participate in the festivities.

Tropical Storm Bavi is expected to enter the Philippine Area of Responsibility (PAR) Tuesday morning and will then be named Betty, State Meteorologist Manny Mendoza said.

Estimated at 2,100 kms east of the Bicol Region this morning, Bavi packs maximum sustained winds of 75 kph and gustiness of up to 90 kph. The cyclone moves in a west southwest direction at 35 kph.

Mendoza states that the storm has a higher chance of weakening into tropical depression category before dissipating in the following days.

Meanwhile, the ridge of high pressure area affects Northern Luzon, bringing a warm weather condition today.

Based on PAGASA’s latest weather forecast, the whole archipelago will experience partly cloudy to cloudy skies with possible isolated cases of rain showers or thunderstorms.

At 4 AM today, a tropical depression (TD) was located at 1,610 kilometers east of Mindanao with maximum winds of 55 kph and moving west-northwest at 19 kph.

PAGASA Meteorologist Jun Galang says that the tropical depression is forecast to enter the PAR (Philippine Area of Responsibility) today or tomorrow morning. Two possible scenarios are expected to happen. First, there is a chance that it will make its landfall in the Bicol Region. Its effect will be experience too in Metro Manila. The other scenario is that the TD will re-curve, not hitting any part of the landmass. Either of the two, this will bring light to moderate rains, especially in Eastern Visayas and the Bicol Region.

Meanwhile, today, the northeast monsoon is still affecting Luzon, bringing light rains and cold weather over Cagayan Valley and Cordillera. Isolated light rains may still affect Metro Manila and the rest of Luzon.

CARAGA and the provinces of Leyte and Bohol will have cloudy skies with light to moderate rain showers. Possible occurrence of thunderstorms is also expected in the said areas. The rest of Visayas and Mindanao will continue to have fine weather aside from isolated rains and thunderstorms.

Tomorrow, Pope Francis will arrive at the Villamor Airbase at 5:45 in the afternoon.Churches in the whole archipelago are encouraged to ring their bells as a sign of welcoming the Pope in the country.

The state weather bureau said that fair weather condition or partly cloudy to cloudy skies with isolated light rains will prevail tomorrow over Metro Manila.

On the last day of this year, the Philippine Atmospheric Geophysical and Astonomical Services Administration (PAGASA) continues to monitorTropical Storm Seniang with international name Jangmi. It was locatedat 245 kilometers south southeast of Cuyo, Palawan at 9:00 AM today.
It has weakened into a tropical depression with maximum sustained winds of 55 kilometers per hour.

With its continuous movement in a west-southwest direction at 13 kilometers per hour, Seniang is expected to leave the Philippine Area of Responsibility (PAR) on Friday, January 2, 2015.

Public Storm Warning Signal Number 1 is up over Palawan where winds of 30 to 60 kilometers per hour are expected. Residents are alerted against possible flash floods and landslides.

The combined effect of the northeast monsoon or amihan and the winds
associated with Seniang will bring rough to very rough sea conditions in the seaboards of Northern, Central and Southern Luzon and Visayas. Fishing boats and other small seacraft are still prohibited from venturing out into the mentioned seas.

Palawan will experience rains with gusty winds. Cloudy skies will dump light to moderate rain showers and thunderstorms over Visayas, Bicol Region and the provinces of Quezon, Mindoro and Marinduque. Metro Manila and the rest of Luzon will experience light rains, while Mindanao will have improved weather. Still, partly cloudy to cloudy skies with isolated rain showers or thunderstorms are expected.

PAGASA issues special weather outlook for New Year

Based on the outlook, rains will continue on the first day of 2015. Seniang may bring rains with gusty winds over Palawan, while the Bicol Region, CALABARZON, Western Visayas and the provinces of Mindoro, Marinduque and Romblon will have cloudy skies with light to moderate
rain showers and thunderstorms. Metro Manila and Central Luzon will be cloudy with light rains and the rest of the country will have a generally fair weather aside from the isolated cases of rain showers or thunderstorms.

Changes may still occur depending on the weather systems that will prevail within the PAR. All are advised to monitor updates.

Ruby continues to weaken as it traverses the landmass of Southern Luzon. With maximum sustained winds of 60 kph, Ruby is now downgraded to Tropical Depression, the lowest category of Tropical Cyclones.

PAGASA Weather Forecaster Glaiza Escullar said the weakeaning of Ruby is due to the friction between the landmass and the weather disturbance, and the intrusion of the northeast monsoon or amihan–cold and dry air mass that is not favorable to cyclone intensification.

Tropical Depression Ruby made its fifth landfall over Lubang Island at 5 AM today. Its first landfall was in Dolores, Eastern Samar last Saturday at past 9 PM. Its second landfall was in Cataingan, Masbate last Sunday morning. The third was in Torrijos, Masbate yesterday at 11:05 in the morning. Its fourth landfall was in Laiya, Batangas yesterday at 5:45 PM.

At 4 AM today, Ruby was located at 80 kilometers southwest of Ambulong, Tanuan City in Batangas, moving westward at 13 kph. (FOR REVISIONS PAG MAY LATEST LOCATION)

Escullar confirmed that if Ruby maintains its velocity, it is expected to exit the Philippine Area of Responsibility on Wednesday.

Public Storm Warning Signal

Areas included under Public Storm Warning Signal no. 1 will experience occasional rains with gusty winds.

Meanwhile, Public Storm Warning Signals elsewhere have been lifted.

Tuesday rainy weather

Apart from those under Public Storm Warning Signal no. 1, the rest of Central Luzon, Bicol Region and MIMAROPA will have cloudy skies with light to moderate rains and thunderstorms.

Because the amihan is now affecting Northern Luzon. cold weather and light rains are expected over Cagayan Valley, the Cordillera and Ilocos Regions.
